Job Summary

Working closely with the Chief Executive, the Director of Strategy and Change is accountable for the ongoing development and implementation of the Trust’s organisational strategy. The Trust’s strategy is linked to its mission and values, and needs to continually secure a sustainable future for services.

The postholder is responsible for leading the Trust’s integrated change model which is focused on the continual development of an improvement and innovation culture across the Trust, and leading the work to both agree and monitor progress against our annual priority programmes.

The postholder is the executive lead on Equality, Diversity, and Inclusion, accountable for co-production of the strategy and in conjunction with the CEO and Chair set the conditions for an inclusive culture. The postholder will also have executive responsibility for Trust communications, our approach to stakeholder engagement, and is the executive lead for sustainability and social responsibility, and digital innovation.

To lead on the development strategy and innovation processes which actively supports delivering safe, effective, efficient, and caring services.

The postholder is the lead executive director for the Trust’s relationship with Barnsley place.  The Trust operates in four places and there will be flexibility over which places directors have a lead role in, which will be agreed as part of annual objective setting.  The postholder is also the executive lead for the Trust’s charities and linked charities.

 

Key Result Areas

Strategy

  • To lead the ongoing development of the Trust’s Strategy for sustainable services and addressing health inequalities through a process of engagement and co-production.
  • To work with stakeholders and partners to ensure the Strategy reflects and helps shape the integrated care system, place, and local Health and Wellbeing strategies, recognising the current operating context and NHS guidance and policy.
  • To work closely with the Chief Executive and Directors on the implementation of the Trust’s Strategy.
  • To ensure effective communication of the Strategy both internally and externally.
  • To work closely with the Directors to ensure the alignment of key enabling strategies e.g. Finance, Digital, Estates, and Workforce within the Trust’s Strategy.
  • To lead on the approach for developing priority programmes of work for the Trust each year, ensuring these are co-produced with strong engagement.
  • Responsible for monitoring and reporting on progress in meeting the Trust’s strategic priorities.
  • Lead horizon scanning activities, working with colleagues internally and externally to identify local and national developments, trends and changes in matters relevant to the Trust and to evaluate and advise on strategic implications.
  • Act as a role-model to lead organisation-wide strategic development and transformational change.
  • Be a catalyst for strategic thinking to harness opportunities for innovation and development.

 

Service Transformation

  • To continually develop and agree a clear strategic framework for service transformation.
  • To work closely with and support Directors, service managers and clinicians on service transformation.
  • To ensure that service users, carers, staff and commissioners are fully engaged in the development and implementation of new service models.
  • Through the development of evidence-based service user and staff-led strategies for change play a leading role in setting direction for lasting improvements and sustainability.

 

Change and Programme Management

  • To lead the culture and infrastructure for effective change with the Trust, leading to us being recognised as a leader in this field.
  • To lead on the ongoing development of the change model for the Trust, which supports service development and transformation.
  • To ensure effective and efficient provision of an Integrated Change function to support the delivery of the Strategy and service transformation.
  • To ensure effective governance arrangements are in place to support service transformation.

 

Communications and Marketing

  • Lead, develop and implement a communications strategy to manage the reputation of the Trust and support its objectives.
  • Establish and communicate the key messages and objectives of the Trust in order to promote a positive image using a range of media.
  • To be the executive lead for the Trust’s approach to communications and public relations, promoting a culture of engagement and inclusivity.
  • To ensure the Trust has strong systems for internal and external communications which encourage a culture of responsibility and belonging, and promote the Trust’s reputation as an excellent provider of safe and effective services.
  • To ensure there are effective communications and public relations plans to support service transformation and change, and to be able to respond appropriately to adverse events.
  • Ensure corporate communications deliver key messages on behalf of the organisation, promote a positive and non-stigmatising image of services and are accessible to the intended audiences.
  • Ensure that the values of the Trust are reflected in our communications.
  • Ensure that publicity/marketing materials and patient information are of a high standard and accessible to and appropriate for relevant audiences and reflect the diversity of the communities served by the Trust.
  • Lead the strategy for internal communications which ensures relevant and timely communication for all staff groups, and communicates key corporate messages reflecting the Trust’s vision, values and objectives.
  • Develop and sustain positive relationships with the national and local media, maximise positive coverage and ensure balance in all media coverage in order to improve public perceptions of, and promote public confidence in the Trust.
  • Develop and sustain positive relationships with local and national politicians, policy makers, key opinion leaders and interested members of the public in order to improve public perceptions of, and promote public confidence in the Trust.

 

Equality, Diversity & Inclusion (EDI)

  • To be the Board executive lead for equality, diversity, and inclusion.
  • To lead the development and delivery of the Trust’s strategy for EDI.
  • To ensure the Trust is compliant with legal and regulatory requirements in relation to human rights, equality and diversity
  • Promote a culture where inclusivity, diversity and equality are celebrated.
  • Ensure that the EDI agenda is recognised as a positive contributor to achieving the Trust’s objectives.
  • Ensure the Trust has appropriate EDI policies, procedures and guidelines in place, which lead to improvements in outcomes for staff, service users and wider stakeholders.
  • Chair the Trust’s Equality, Inclusion and Involvement sub-committee.
  • Work with the Chief People Officer to support the Trust become an employer of choice that is recognised as being fully inclusive, fair and free from discrimination.

 

Innovation

  • To ensure effective processes are in place to actively encourage and support innovation across all levels of the Trust.
  • To lead key innovation projects for the Trust.
  • To work close with the Integrated Care Systems (ICS) and Academic Health Science Network (AHSN) agendas on key developments and programmes and help shape.
  • To lead the digital innovation group in the Trust, enabling innovative technical solutions to be profiled to support improved service outcomes and effectiveness in delivery.

 

Engagement and Involvement

  • To promote a culture of service driven decision making through the development and implementation of strategies for effective and genuine involvement of stakeholders, including service users, families and carers, staff and wider public in the provision and development of services.
  • To ensure effective management of the Trust’s relationships with key partners including commissioners, provider collaboratives, independent sector providers, social enterprise organisations, and the voluntary sector to develop services which are responsive to the needs of communities and promote social inclusion and recovery.
  • To ensure the Trust complies with its statutory requirements in relation to public engagement and formal consultation over services and estates changes, ensuring the Trust maintains a positive relationship with overview and scrutiny committees and other relevant bodies.
  • Establish and maintain a framework for the Trust’s approach to stakeholder management.
  • Ensure service user, family and carer views are taken into account in decisions about service provision, service change, processes, and policies.
  • Create opportunities for service users, families, and carers to be involved in Trust events, recruitment and training.

 

Place

  • As lead executive director for the Trust’s relationship with Barnsley to engage effectively with partner organisations and stakeholders to improve health outcomes and accessibility of services. As the Trust operates in four places there will be flexibility over which executive director acts as lead for each of those places, which will be agreed during annual objective setting.
  • Represent the Trust at key place meetings to ensure the voice of mental health, learning disability, autism and community health services is heard and factored into service developments.
  • Lead the continued development of strong partnership working across Barnsley.

 

Other Responsibilities

  • Director lead for Trust charities, maximising income and improving outcomes and ensuring compliance with Charity Commission and other regulatory standards and requirements
  • Director lead for library services.
  • Participate in the directors’ on call rota

 

Staff Management

  • Lead the integrated change, communications, and equality and diversity teams, building a collaborative working environment and culture where innovation is given time and attention.
  • Motivate and inspire staff and role model leadership behaviours in line with our Trust values.
  • To ensure the health, safety and wellbeing of all staff within the directorate.
  • To ensure compliance with all confidentiality and governance requirements within the Communications team.
  • To adhere to the NHS Managers Code of Conduct and any other relevant professional codes of conduct at all times.

 

CQC Fit and Proper Persons Test (FPPT)

  • All NHS Directors are expected to comply with the Fit and Proper Persons Test, and this post will be subject to all the relevant checks contained within the regulations relating to FPPT.

 

Code of Conduct

The Director of Strategy and Change will be bound by the seven main general duties as stated by the Companies Act 2006 and the wider duties imposed by statute:

All Directors are expected to comply with the national Code of Conduct for NHS Managers. As an Executive Director the post holder will be responsible for adhering to his/her professional code of conduct. As an Executive Director of the Board, the Director will also be expected to comply with the Nolan Principles.

The requirements of this post will be reviewed regularly in consultation with the postholder.

The postholder’s duties must be carried out in compliance with the Trust’s Policies and Procedures. In particular, the postholder must act in accordance with the Equal Opportunities Policy and the Health and Safety Policy.

  • Prevent and respond appropriately to abuse and understand own role in this by undertaking Safeguarding training.

 

Trust policies and commitments – to be read in line with the relevant Trust Policy:

All staff employed by the Trust must comply with the Trust’s policies and procedures, undertake appropriate training required for their role and commit to:

  • ensure they are aware of the Whistleblowing Policy and how they raise concerns;
  • maintain confidentiality, in line with the Trust’s Confidentiality Policy and Code of Conduct;
  • understand their personal responsibilities with regards to data quality for any information which they create, use or process in accordance with the UK Data Protection Act 2018 and Trust Data Protection Policy;

  • adhere to the Trust’s smoke free policies, which prohibits smoking anywhere on Trust grounds;
  • being socially responsible by complying with measures that support the Trust in reducing or offsetting our environmental impact;
  • Identify and report risks, hazards, incidents, accidents and near misses promptly;

 

In addition to the Trust’s own responsibilities under the Health and Social Care Act 2008, Code of Practice on the prevention and control of infections and related guidance, for your safety, All staff (and contractors) are responsible for ensuring their work adheres to this Code in the delivery of safe patient care.

 

This job description is an outline of the main duties of the post. The postholder will be required to undertake other duties commensurate with the band as directed. The content of this post will be reviewed in consultation with the postholder when necessary and in line with the service developments.
