Role Description

Reporting to: Chief Digital & Information Officer

Direct reports: Manage team of 5-6 reports, third-party suppliers and delivery partners.

Competency level: Expert, senior, highly experienced

Overall job purpose

The Chief Technology Officer is an IT director role responsible for leading the overall platform architecture strategy, delivering the operational support of the customer facing platforms and the delivery of internal technology services (including workplace technology and specialist line-of-business solutions).

They are a strategic thinker with the ability to translate across relevant technology platforms. They lead, inspire, and motivate a team to deliver high quality service management, cyber security controls and architect technology solutions in support of our strategic projects as well as other BAU demands; ensuring we exploit the platform capabilities we have to best advantage.

Key accountabilities

Strategy and Planning

  • Lead technology platform strategy by identifying and prioritising delivery of technology platforms in line with the business strategy
  • Define solutions in collaboration with business stakeholders aligned to delivering required business and customer value
  • Understand, deliver, and manage technology platforms
  • Work with partners and agencies
  • Drive continuous improvement in the way we leverage the platforms and capabilities we have, to drive increased return on investment

Technology Services Management

  • Maintain up-to-date knowledge of technology standards, industry trends, emerging technologies, and best practices
  • Define and communicate organisational values and standards for acquiring or developing technology within the organisation
  • Ensure that technology standards and best practices are maintained across the organisation
  • Overall responsibility for the delivery of day-to-day technology operations
  • Leading the technical and operational strategy for delivery and support of platforms, partnerships and external relationships
  • Develop, track, and control the development and deployment annual operating and capital budgets for technology platforms
  • development staff in accordance with the recruitment process, employee policies, and budget requirements
  • Establish and monitor standards of performance for staff (through performance review) and vendors (through service level agreements)
  • Ensure the company’s internal technology processes and customer-facing services meet expectations
  • Ensure that appropriate cyber security controls and managed and maintained to protect MaPS data and technology platforms
  • Ensure technology platforms meet the UK Government Service Standards and manage the Digital Pipeline for Cabinet Office Digital Spend Controls
