Money and Pensions Service background

The Money and Pensions Service vision is everyone making the most of their money and pensions. This new organisation brings together the free services delivered by the Money Advice Service, The Pensions Advisory Service and Pension Wise.  We are an Arms-Length organisation, sponsored by the Department for Work and Pensions, with a joint commitment to ensuring that people have access and guidance to the information they need to make effective financial decisions over their lifetime. The organisation will also engage with HM Treasury, which is responsible for policy on financial capability and debt advice.  Working hand-in-hand with stakeholders throughout the UK, the Money and Pensions Service will ensure that money and pensions guidance is available to those that need it, adapting to people’s changing needs throughout their lives.

The purpose of the role

To set the vision and develop the team for data and identity management, reporting and analytics, such that this team becomes the engine for personalised communications and services with our consumers, and enables decisions to be across the organisation based on “one version of the truth”

  • Define, and own the data strategy for usage, management and governance of consumer Personal data, (personally identifying information (PII), or sensitive personal information (SPI) ) across the organisation, including reviewing the current and planned data architecture
  • Define, and own the identity management and user access strategy for consumers accessing information and services across the organisation, including reviewing the relevant current and planned architectures
  • Working across the organisation, its stakeholders and its partners to proactively influence leaders to become more data and analytically driven in decision making
  • To own the strategy for and development of deeper capabilities and expertise within Data, Analytics and Identity Management ensuring we are capable of enabling personalised dialogs with our consumers

Key accountabilities

This role will report to the Chief Digital Information Officer and leads a multi-functional data delivery team to deliver robust data services across MaPS.  Accountable for defining and delivering the MaPS data strategy this role will:

  • Inspire best practice for data products and services
  • Build the data engineering capability by providing technical leadership and career development for the community
  • Work with MaPS corporate directors and heads of function to identify, plan, develop and delivery data services
  • Rapidly advance the data literacy of the MaPS organisation
  • Work with the Data Protection Officer to provide strategic oversight of data governance throughout the organisation
  • Monitor the adherence to data governance policies, frameworks and standards
  • Be accountable for understanding and managing the organisational data risks and issues and co-ordinating with data owners to accept or resolve

Key responsibilities

At this role level, you will:

  • Ownership of the Data Strategy for usage, management and governance of data, and ensuring MaPS has access to this data
  • Lead the setting and monitoring of Digital KPI’s
  • Creation of a joint data transformation roadmap – engineering and analytics
  • Implementation a data quality framework for all MaPS data
  • Accountable for all data management processes and platforms
  • Own risk register and assurance actions for data management, joined IAG
  • Responsible for data team compliance to security and risk policies
  • Develop team coaching, goal setting and ongoing performance management.
  • Lead the creation of a culture of data-informed decision making at MaPS
  • Lead on data platform strategy
  • Lead on data architecture and data patterns
  • Management of the digital data budget ensuring value for money
  • Management of data contracts and agency agreements
  • Lead and establish community practice including managing hiring, development, moves and exits from the community
  • create productive relationships with the wider DMI Leadership team and peers across MaPS to collectively shape and empower product delivery teams.
