This is a pivotal leadership role at a moment of growing national focus on road safety, mobility and public protection.<\/p>\n<p>We are the UK\u2019s largest independent funder of road safety research and innovation. Our work supports practical interventions, strengthens the evidence base, and brings together partners across policing, policy, and practice to reduce harm on the roads.<\/p>\n<p>We are now looking for a new Chair who can provide clear strategic leadership, uphold the highest standards of governance, and help extend our influence across the sector.<\/p>\n<p>The Chair plays a defining role in shaping the organisation\u2019s strategic direction, governance, culture, and long-term impact.<\/p>\n<p>Working closely with the Chief Executive and Board, you will guide the Trust in delivering its mission to reduce road danger, improve mobility, and protect communities. You will ensure that the organisation remains focused, effective, and well-governed in a complex and evolving landscape.<\/p>\n<p>This is a role that requires both authority and judgement: the ability to support and challenge constructively, to balance ambition with accountability, and to lead the Board with clarity and confidence.<\/p>\n<h3><strong>Governance and leadership<\/strong><\/h3>\n<p>Strong governance underpins everything we do. As Chair, you will:<\/p>\n<ul>\n<li>Provide independent and effective leadership of the Board<\/li>\n<li>Ensure robust oversight of performance, risk, and compliance<\/li>\n<li>Foster a culture of transparency, integrity, and constructive challenge<\/li>\n<li>Support and appraise the Chief Executive, enabling high performance and alignment with strategy<\/li>\n<li>Uphold the responsibilities and values of a registered charity, including stewardship of resources and public trust<\/li>\n<\/ul>\n<p>We are looking for a Chair who brings significant experience of governance at Board or equivalent executive level, ideally within a charity or public interest context.<\/p>\n<h3><strong>Sector insight and influence<\/strong><\/h3>\n<p>Given the Trust\u2019s role at the intersection of research, policy and practice, we welcome candidates with experience in one or more of the following areas:<\/p>\n<ul>\n<li>Road safety, including research, policy, enforcement, or behaviour change<\/li>\n<li>Transport and mobility, including public transport, highways, logistics, or innovation<\/li>\n<li>Policing, community safety, or public protection<\/li>\n<li>Government, regulation, or engagement with national or local authorities<\/li>\n<li>Systems-level leadership, with an understanding of how transport, health, environment and community outcomes interact<\/li>\n<\/ul>\n<p>This experience will enable you to act as a credible ambassador for the Trust, supporting and complementing the executive team in building relationships across government, policing, industry, and the wider road safety community.<\/p>\n<h3><strong>Leading a high-performing Board<\/strong><\/h3>\n<p>The Chair sets the tone for Board culture. outcomes for road users and communities.<\/p>\n<h3><strong>Terms of Appointment <\/strong><\/h3>\n<ul>\n<li>The position of Chair is unpaid<\/li>\n<li>The Chair of The Road Safety Trust will be appointed by the Board of Trustees and will serve as Chair for a period of 3 years after which, if they wish to continue in the role, they may put themselves forward for re-election for a second term of 3 years.\u00a0 Clause 10.8 of the <a Association<\/a> further describes the process.<\/li>\n<\/ul>\n<h3><strong>Primary Responsibilities <\/strong><\/h3>\n<ul>\n<li><strong>Governance and Leadership<\/strong>\n<ul>\n<li>Provide guidance and leadership to the CEO, ensuring that The Road Safety Trust operates in line with Board decisions, organisational values and principles of good governance.<\/li>\n<li>Maintain regular engagement with the CEO to discuss operational and strategic matters, offering advice and support as appropriate.<\/li>\n<li>Chair of the appointment panels and, where appropriate, oversee disciplinary appeals or grievances received directly.<\/li>\n<li>Share responsibility with the CEO for the organisation\u2019s Whistleblowing Procedure.<\/li>\n<li>Act as a co-signatory and provide appropriate authority for financial transactions, as required by the Head of Finance.<\/li>\n<li>Maintain active engagement with the wider sector in which The Road Safety Trust operates, including attending relevant meetings and events to stay informed about issues affecting the organisation\u2019s community of interest.<\/li>\n<li>Provide independent and effective leadership of the Board.<\/li>\n<li>Ensure robust oversight of performance, risk, and compliance.<\/li>\n<li>Foster a culture of transparency, integrity, and constructive challenge.<\/li>\n<li>Support and appraise the Chief Executive, enabling high performance and alignment with strategy.<\/li>\n<li>Uphold the responsibilities and values of a registered charity, including stewardship of resources and public trust.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><strong>Board and Trustee Oversight<\/strong>\n<ul>\n<li>Ensure the Board retains an appropriate balance of skills, knowledge and experience through effective succession planning in accordance with the Trustee Recruitment Procedure.<\/li>\n<li>Liaise with the National Police Chiefs\u2019 Council Lead for Roads Policing in relation to RST Board appointments, to secure a complementary and well-balanced composition of skills and experience.<\/li>\n<li>Maintain regular liaison with the Chair of the UKROEd Board to ensure effective communication between the Boards and appropriate oversight of the trading subsidiary\u2019s performance.<\/li>\n<li>In consultation with the Chief Executive, determine the agenda for, convene and chair quarterly Board meetings, ensuring that accurate minutes are maintained.<\/li>\n<li>Convene and chair the Company\u2019s Annual General Meeting, ensuring that proceedings are properly recorded.<\/li>\n<li>Ensure that Board resolutions and decisions are implemented effectively and subject to appropriate oversight and follow-up.<\/li>\n<li>Ensure that a review of Board effectiveness\u2014whether externally facilitated or internally led\u2014is conducted at least every two years.<\/li>\n<li>Serve as an ex officio member of all Board committees.<\/li>\n<li>Nurture an environment in which all Trustees are supported and encouraged to contribute fully to the Board\u2019s work.<\/li>\n<li>Ensure that all Trustees receive a thorough induction and have a clear understanding of the terms of their appointment, including their legal duties and responsibilities.<\/li>\n<li>Promote and ensure Trustee compliance with statutory and fiduciary obligations, upholding the highest standards of governance.<\/li>\n<li>Act as the Board\u2019s lead Trustee for Diversity, Equality and Inclusion, championing best practice and embedding inclusive governance principles.<\/li>\n<li>Build strong, respectful relationships across the Board and executive team.<\/li>\n<li>Encourage open, evidence-based discussion and effective decision making.<\/li>\n<li>Provide clarity and direction while enabling collective leadership.<\/li>\n<li>Lead with sound judgement and emotional intelligence, fostering trust and confidence across the Board and executive leadership.<\/li>\n<li>To Chair Grant Appeals Panel as requested and appropriate.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><strong>Strategy and Impact<\/strong>\n<ul>\n<li>Lead the Board in setting, reviewing and refining the organisation\u2019s long-term strategy, ensuring alignment with its charitable objectives.<\/li>\n<li>Ensure that the Board monitors delivery against strategic goals and assesses organisational impact.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><strong>Risk, Finance and Assurance<\/strong>\n<ul>\n<li>Ensure the Board maintains effective oversight of financial sustainability, including income streams from UKROEd and grant-making commitments.<\/li>\n<li>Oversee the identification and management of key organisational risks, including reputational and operational risks.<\/li>\n<li>Ensure appropriate internal controls and assurance mechanisms are in place.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><strong>External Representation and Influence<\/strong>\n<ul>\n<li>Act as a principal ambassador for the Trust, representing the organisation with senior stakeholders, partners, and funders.<\/li>\n<li>Support the development of strategic partnerships across government, policing, and the wider road safety and transport sectors.<\/li>\n<li>Enhance the visibility, credibility and influence of the Trust nationally.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><strong>Subsidiary Oversight (UKROEd)<\/strong>\n<ul>\n<li>Ensure appropriate governance arrangements are in place between the Trust and UKROEd, maintaining clear accountability and oversight.<\/li>\n<li>Provide strategic guidance on the relationship between the charity and its trading subsidiary, including financial flows and risk.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><strong>Crisis and Reputation Management<\/strong>\n<ul>\n<li>Provide leadership to the Board during periods of organisational change, crisis, or reputational challenge.<\/li>\n<li>Support the CEO in managing high-profile or sensitive issues where Board-level input is required.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><strong>Conflicts of Interest<\/strong>\n<ul>\n<li>Ensure all actual, potential, and perceived conflicts of interest involving Board members and Trustees are identified, declared, and appropriately managed in line with the organisation\u2019s governance framework, policies, and statutory obligations.<\/li>\n<li>Promote a culture of transparency, integrity, and ethical decision-making across the Board and Trustee body ensuring conflicts of interest are openly discussed and recorded.<\/li>\n<li>Maintain oversight of the Trustee register of interests, ensuring declarations are reviewed regularly and updated as required.<\/li>\n<li>Lead the management of conflicts during Trustee meetings, including determining when individuals should withdraw from discussions or decision-making processes where appropriate.<\/li>\n<li>Ensure Trustee decisions are made impartially and in the best interests of the organisation, free from undue influence, personal gain or competing interests.<\/li>\n<li>Provide appropriate challenge and guidance to Trustees and Board members to ensure compliance with governance standards, ethical expectations and regulatory requirements relating to conflicts of interest.<\/li>\n<li>Work collaboratively with the Chief Executive Officer and wider Board to ensure robust governance arrangements are in place for the effective management of conflicts of interest across the
