Essential Criteria<\/h3>\n

Operational Leadership and Resilience<\/h4>\n
    \n
  • Candidates will bring substantial experience of leading or overseeing complex operations in a regulated environment, with a strong understanding of how operational resilience, technology, controls, outsourcing, and service delivery work in practice. This would include experience in the oversight of critical outsourced operations, technology, or service delivery arrangements.<\/li>\n
  • Candidates should have sufficient understanding of cyber and IT matters to oversee and challenge these issues at Board level, while bringing a broader operational and governance perspective rather than a narrow technical specialism. They should be able to place cyber and technology risks in the wider context of operational delivery, resilience, controls, outsourcing, and service performance.<\/li>\n<\/ul>\n

    Understanding of the Broader Environment<\/h4>\n
      \n
    • Candidates will also be aligned to the values and social purpose of the organisation and bring a broader perspective on the macro-economic climate and the political environment within which RFL operates. Candidates will therefore bring a proven understanding of how the Government and other important stakeholders function. They should also demonstrate an appreciation of RFL\u2019s role in working with the financial sector, the Government, and The National Lottery Community Fund to unlock the potential of dormant assets for good causes, while safeguarding the rights of dormant asset holders. Experience of operating in a public sector or public-interest context, or working closely with Government, arm\u2019s-length bodies, or public bodies, would be particularly relevant.<\/li>\n
    • Candidates should bring sound governance instincts, independent judgement, and the ability to contribute effectively at Board and Committee level. They should be able to contribute across the wider responsibilities of the Board, not solely in relation to their specialist expertise.<\/li>\n
    • Candidates should be able to assess whether management information, assurance, controls evidence, and incident reporting are sufficiently robust, clear, and actionable to support effective Board oversight, and to identify the operational, financial, regulatory, and organisational issues that most require Board attention.<\/li>\n
    • The successful candidate will also be a member of the Audit and Risk Committee and should be able to contribute to Board-level oversight of risk management, assurance, internal controls, operational resilience, cyber and technology risk, outsourcing, and third-party provider arrangement.<\/li>\n<\/ul>\n

      • This individual will also fit the style and culture of RFL. The Board fosters a culture of openness and transparency, and operates in a collegiate manner. Candidates will therefore provide a proven track record of being able to form good relationships with fellow directors and senior executives whilst being able to challenge management in an engaged, constructive, and informed fashion. Candidates should be able to demonstrate behaviours consistent with RFL\u2019s values of Collaboration, Evolution, Integrity, Respect and Responsibility.<\/li>\n<\/ul>\n

        Stakeholder Management<\/h4>\n
          \n
        • All candidates will need to have a proven track record of senior, diverse stakeholder management. Experience of working constructively with executive teams, regulators, the Government, delivery partners, and third-party providers would be particularly relevant. Candidates should be comfortable operating in environments involving public accountability, regulation, and complex stakeholder interests.<\/li>\n<\/ul>\n

          Desirable Criteria<\/h4>\n
            \n
          • RFL would particularly welcome candidates who are at the portfolio stage of their career and who have experience as an executive or Non-Executive Director in a Government department, arm\u2019s-length body, public body or other public-interest organisation.<\/li>\n
          • Suitable candidates may have demonstrable senior executive experience in an operational leadership role, ideally as a Chief Operating Officer or equivalent, with responsibility for operational delivery, resilience, controls, technology-enabled operations, and third-party management within a regulated financial services environment.<\/li>\n<\/ul>\n
