data-olk-copy-source=\"MessageBody\"><strong>Salary:<\/strong> \u00a3150-\u00a3170k<\/span><\/p>\n<h3>Role Purpose<\/h3>\n<p>To provide strategic leadership for the Nursing and Midwifery Council\u2019s financial stewardship, ensuring the organisation remains financially sustainable, resilient and able to deliver its statutory responsibilities and strategic ambitions.<\/p>\n<p>The Executive Director of Finance is responsible for leading the Finance, Procurement, Estates, Performance and Risk functions, with oversight of organisational Planning, ensuring excellent financial management, effective governance, value for money, commercial discipline, robust risk management and sustainable resource allocation across the organisation.<\/p>\n<p>As a member of the Executive Board, the postholder shares collective responsibility for delivery of the NMC Strategy and Business Plan, leading organisation-wide transformation, strengthening leadership, supporting culture change and promoting a fair, inclusive and values-led organisation.<\/p>\n<p>The postholder will act as the organisation\u2019s principal financial adviser and will play a pivotal role in supporting the modernisation of the NMC, enabling effective investment decisions and ensuring resources are aligned to strategic priorities.<\/p>\n<h3>Key Accountabilities<\/h3>\n<h4>Strategic Leadership<\/h4>\n<ul>\n<li>Develop and deliver the NMC\u2019s long-term financial strategy, ensuring financial sustainability and alignment with organisational priorities.<\/li>\n<li>Provide expert advice to the Chief Executive and Registrar, the Chair of Council, Council as the NMC\u2019s trustee body, Board Committees and the Executive Board on financial strategy, organisational performance, risk, planning and investment decisions.<\/li>\n<li>Lead the development of medium and long-term financial plans that support delivery of the NMC Strategy and Business Plan.<\/li>\n<li>Ensure resources are aligned to strategic priorities, balancing financial sustainability with organisational ambition and public protection.<\/li>\n<li>Provide strategic financial leadership that enables transformation, innovation and continuous improvement across the organisation.<\/li>\n<li>Act as the organisation\u2019s principal financial adviser, maintaining high standards of financial stewardship, governance and accountability.<\/li>\n<li>Support the Chair of Council, as chair of the NMC\u2019s trustee body, and Council members in discharging their collective trustee duties for the stewardship, governance and long-term sustainability of the charity, providing clear, timely and appropriately independent advice, insight and assurance.<\/li>\n<\/ul>\n<h4>Finance<\/h4>\n<ul>\n<li>Lead all corporate finance activities including budgeting, forecasting, financial planning, financial reporting, treasury management and production of statutory accounts.<\/li>\n<li>Ensure timely, accurate and insightful reporting to Council, Board Committees and the Executive Board.<\/li>\n<li>Develop financial planning, modelling and business intelligence capabilities that support evidence-based decision making.<\/li>\n<li>Promote a culture of value for money, accountability and continuous improvement across the organisation.<\/li>\n<li>Maintain effective financial systems, controls and assurance frameworks.<\/li>\n<li>Oversee relationships with external auditors and ensure implementation of audit recommendations.<\/li>\n<li>Lead financial aspects of major organisational programmes, providing assurance on business cases, investment appraisals and benefits realisation.<\/li>\n<\/ul>\n<h4>Procurement and Commercial Leadership<\/h4>\n<ul>\n<li>Provide strategic leadership for procurement and commercial activities across the organisation.<\/li>\n<li>Ensure procurement arrangements are transparent, compliant and deliver value for money.<\/li>\n<li>Develop commercial strategies that support organisational objectives, manage risk and maximise long-term value.<\/li>\n<li>Ensure effective contract management, supplier performance and delivery of social value commitments.<\/li>\n<li>Build productive relationships with strategic suppliers and delivery partners.<\/li>\n<\/ul>\n<h4>Estates and Workplace Services<\/h4>\n<ul>\n<li>Lead the strategic management of the NMC estate and workplace environment.<\/li>\n<li>Ensure the estate supports organisational effectiveness, colleague wellbeing, sustainability and value for money.<\/li>\n<li>Oversee property strategy, facilities management, workplace services, business continuity arrangements and associated health and safety responsibilities.<\/li>\n<li>Lead delivery of sustainable approaches to estate management and organisational resource utilisation.<\/li>\n<\/ul>\n<h4>Transformation and Modernisation<\/h4>\n<ul>\n<li>Provide strategic financial leadership for organisational transformation and modernisation activity.<\/li>\n<li>Ensure investment decisions support delivery of strategic priorities and transformation outcomes.<\/li>\n<li>Support modernisation of systems, services and ways of working through effective financial planning and resource allocation.<\/li>\n<li>Drive continuous improvement through innovation, digital technologies and modern approaches to service delivery.<\/li>\n<\/ul>\n<h4>Culture, Equity and Organisational Leadership<\/h4>\n<ul>\n<li>Promote a fair, inclusive and high-performing culture that reflects the NMC\u2019s values.<\/li>\n<li>Champion anti-racist practice, equity and inclusion across all areas of responsibility.<\/li>\n<li>Ensure financial, procurement and estates policies support equitable outcomes and remove unnecessary barriers.<\/li>\n<li>Contribute actively to delivery of the Culture Transformation Plan and leadership development agenda.<\/li>\n<li>Act as a visible role model for integrity, fairness, respect, equity and effectiveness.<\/li>\n<\/ul>\n<h4>Performance, Risk and Planning<\/h4>\n<ul>\n<li>Lead the organisation-wide performance framework, ensuring that strategic outcomes, operational delivery, regulatory effectiveness and transformation benefits are measured, reported and acted upon.<\/li>\n<li>Lead the corporate risk management and assurance framework, ensuring principal risks, controls, mitigations and emerging issues are identified, owned, escalated and reported effectively to the Executive Board, relevant committees and Council.<\/li>\n<li>Oversee the integrated strategic and business planning process, aligning priorities, resources, performance measures, risks and delivery plans, while maintaining clear accountability for plans across the Executive Board.<\/li>\n<li>Provide the Chief Executive and Registrar, the Chair of Council and Council with integrated performance, risk and planning insight, enabling trustees to assess delivery of the NMC\u2019s charitable purposes, organisational effectiveness, financial resilience and sustainability.<\/li>\n<li>Ensure that governance, reporting and assurance arrangements support Council to meet the requirements of charity law, the NMC\u2019s governing framework and relevant Charity Commission guidance, while recognising that legal responsibility remains collectively with the trustees.<\/li>\n<\/ul>\n<h4>Risk, Governance and Assurance<\/h4>\n<ul>\n<li>Ensure effective financial risk management across the organisation.<\/li>\n<li>Maintain robust governance arrangements for delegated authority and decision making.<\/li>\n<li>Ensure compliance with all relevant legislation, accounting standards, regulatory requirements and best practice.<\/li>\n<li>Provide assurance to the Executive Board and Council regarding organisational financial health, control and sustainability.<\/li>\n<li>Oversee the timely preparation and submission of the charity\u2019s annual report, accounts, annual return and other required information to the Charity Commission, ensuring that reporting is accurate, transparent and consistent with trustee-approved decisions.<\/li>\n<li>Maintain effective arrangements to identify, escalate and support prompt, full and frank reporting of serious incidents to the Charity Commission where required, advising the Chair of Council and trustees on the action and assurance needed.<\/li>\n<\/ul>\n<h4>Shared Executive
