Person Specification – Head of Communications and Engagement

PART ONE

Experience and expertise

Essential

  • Evidence of significant successful senior leadership in communications and engagement within complex, high‑stakes, high‑scrutiny environments.
  • Strong understanding of government, sponsor dynamics and operating with Ministers/senior officials.
  • Proven delivery of behavioural, change‑focused, and digital communications that shift actions across large systems.
  • Experience working successfully across multi‑organisation programmes with pace and ambiguity.
  • Proven track record of using excellent judgement and in calm, credible organisational issue handling.
  • Evidence of the application of strong leadership and delivery discipline to a team

Desirable

  • Knowledge of pensions/retirement, financial services regulation, or large-scale digital public services.
  • Experience of successful digital service launch communications with operational risk.
  • Commercial/commissioning experience.
