Person Specification – Head of Impact

Essential Skills and Experience

  • Significant experience in a senior role leading impact measurement, evaluation, or applied research, ideally within public service, financial services, or social policy.
  • Proven track record in designing and delivering evaluation strategies and frameworks at an organisational scale.
  • Expertise in outcome measurement methodologies, both quantitative and qualitative.
  • Experience leading major research programmes that shape senior-level decisions.
  • Ability to translate data and evidence into actionable strategic insight.
  • Skilled at identifying service gaps, unmet needs, and population-level risks, with a strong commitment to equity and inclusion.
  • Strong stakeholder engagement and influencing skills, including advising executive teams and working within political or regulatory contexts.
  • Ability to demonstrate relevant postgraduate-level experience, if you do not hold a formal postgraduate qualification.

Desirable

  • Knowledge of government reporting frameworks, public value assessment, and policy evaluation – including the Government’s Magenta Book.
  • Experience engaging with financial regulators or leading cross-sector initiatives on inclusion or prevention.
  • Relevant postgraduate qualification (e.g., evaluation, economics, public policy, behavioural science).
  • Experience with AI or other innovative tools in research and evaluation, and the ability to ensure they are used safely and effectively.
