Job Title: Head of People Services
Hours: 37 hours per week

The post may include some travel and overnight stops can be expected
Hybrid – Required to attend meetings at Coventry and other locations to meet role requirements, generally one day per week.
Accountable to: Director of People
Job Purpose: This role has operational responsibility for the management of the People team; leading, managing and developing the team, to deliver organisational priorities and strategy in accordance with policies, procedures, best practice and ensuring compliance with employment legislation highlighting risks and potential solutions. Ensuring excellent customer service is delivered and all budgets are managed effectively. Provide Christian pastoral support to staff, outworking and role modelling of Christian values and ethos including one value ‘being Christ-like’. To put belief in Christ in action as a Christian leader.
Key Responsibilities

Lead and manage the functions of the People team (People Business Partnering, People & Payroll Administration, Recruitment, HR Systems) to provide a professional, proactive, responsive, and expert service across Langley Trust, facilitating the creation of a high performance culture in line with Langley’s strategic objectives and the People Strategy.
Leadership
- As a senior leader of the People Directorate, you will be required to work closely with and support the Director of People to implement the People Strategy and to delivon agreed organisational priorities providing regular updates.
- To liaise with and work together with the Head of Communications on People related matters.
- To lead and motivate the People team in a Christian environment and taking an active role in the Christian faith-based aspects of the Trust’s daily and weekly life such as leading prayers, devotions and worship. To be a role model for the Trust’ values and beliefs.
- To role model faith within the workplace to other staff members.
- To represent the Trust at faith-based events and to lead worship, devotionals and give talks in this context to further develop the supporter base both locally and nationally.
- To work collaboratively with other heads of services across Langley as part of the Senior Leadership Team (SLT) to deliver organisational priorities related to staff.
- To lead, coach and develop the People team to ensure that they have the proficient customer service skills to deal with enquiries and deliver a high-quality service.
- To ensure that the Director of People is kept up to date with People issues, projects and risks.
- Manage and deliver a cost effective and performance orientated People service, ensuring that performance targets and budgets are met.
- Oversee that a comprehensive service is delivered to an excellent and continuously improving standard; thereby meeting the needs of the business, other stakeholders and maximising customer satisfaction/ experience.
- Identify development/ training requirements of the People team to achieve high staff motivation and commitment.
- To use initiative to resolve queries raised regarding people matters referring to appropriate policies and procedures.
- Oversee the effective delivery of relevant outsourced People related contracts regularly liaising with providers to ensure the effective delivery of services.
Continuous Improvement
- Drive and deliver the continuous development and smooth delivery of People processes across Langley Trust.
- Ensure continuous improvement through benchmarking (both internal between teams and external), seeking system and process improvement etc. This includes seeking regular customer feedback.
- Establish an agreed service level agreement for the People team and ensure delivery to the agreed service level agreements.
- Manage and monitor that the People team are meeting /exceeding Key Performance Indicators (KPI’s) by monitoring and analysing real time and historical data, taking action as appropriate.
- Build and maintain up to date knowledge of innovative People practices within the market to adapt best practices.
- Ensure full compliance with Employment Law, statutory and regulatory requirements, and People best practice.
Employee Relations – Cases and Advice
- Ensure the provision of professional People advice and guidance service across all levels of the Trust, including advice on employment legislation, recruitment and selection, retention, absence management, terms and conditions of employment, pay and equality diversity and inclusion.
- To act as the point of escalation for all complex and sensitive employee relations cases.
- Coach, advise and guide managers through effective resolution of complex employee relations issues, including but not limited to investigations, disciplinary, grievance, capability, change and restructuring, TUPE, office relocation; ensuring that Langley always remains legally compliant and that the best commercial outcomes are achieved.
- Ensure the People team provide consistent timely advice and support to managers. To hold regular case review meetings with the team to share learning and best practice.
- Monitoring to ensure effective case management to timescales and ensuring fairness of application of procedure and employment law to all staff highlighting risks and potential solutions to the Director of People.
- To ensure that the team follow up with managers to ensure advice regarding employee relations cases is being followed and to escalate any non-compliance.
- Support managers with employee relations cases ensuring they apply Christian ethos and values in their dealing with employees and volunteers going through employment issues.
Projects
- Effectively delivering People related projects as agreed with the Director of People.
- Support People Business Partners in their project delivery; through the means of constructive feedback & guidance and/or on the job training & development in specialist areas. This will require the job holder to communicate/consult successfully both internally and externally, influencing and ensuring consistent compliance with current legislation, regulatory requirements, and good practice.
- To lead or contribute to Joint Action Groups as requested.
Policies and Procedures
- Ensure that the People Service has effective and innovative policies, procedures and systems covering all aspects of work. Ensure these are operated properly in conjunction with the Risk Management framework, encompassing Health and Safety, Data Protection and demonstrate effective controls and compliance with all statutory, regulatory and policy requirements relating to the management of Langley Trust.
- Assess the impact of major policy and legislative change to manage the service and address both challenges and opportunities arising from such policy and legislative changes.
- Ensure all relevant legislative requirements are embedded in the development of project and policy work and in all the advice provided to line managers and others.
- Ensure with the support of the People team that all employment policies and procedures are up to date in accordance with legislative changes and within the review date scheduled for each policy.
- To follow the governance process for approval of policies and procedures.
Payroll
Deliver an efficient payroll operational support service to maximise customer satisfaction/ experience and minimise complaints whilst adhering to agreed service levels.
- Ensure the team collects, prepares, and processes information accurately for monthly salaries in conjunction with the outsource payroll partners and in line with audit requirements.
- Ensure monthly reconciliations of payroll output against the general ledger system and HR system are undertaken.
- To ensure that the contract with the outsourced Payroll provider is effectively managed. Oversee successful delivery of annual system and data changes e.g.: annual pay review, holiday entitlement review from a People Services perspective.
Organisational Change
Supporting Langley’s changing organisational design and new business models in line with legislation, regulatory requirements, and good practice. Providing an HR lead for changing or new services as requested.
- Ensure the smooth delivery of any new initiatives or projects collaborating closely with relevant teams in the People Directorate.
Human Resources Information Systems
Responsible for the integrity of the Human Resources Information Systems, the collection and analysis of staff information.
- Oversee the account management of HR System provider to ensure hosted service is delivered in line with agreed Service levels.
- Prepare and analyse statistical and routine reports including the production of monthly key performance metrics and other monitoring data together with a commentary that measure the success of People policies and procedures, analysing people data, trends to identify areas of improvement and delivery of department SLAs.
- Monitor and analyse real time and historical data and take appropriate action to ensure a seamless and continuous service to customers.
- Ensure that People data across Langley meets GDPR regulations; Regularly monitor the effective use of People systems, providing guidance & training where appropriate.
Reports
- To produce regular accurate reports for Committees, Senior Leadership Team and other meeting forums by specific deadlines as required on a wide range of People subjects.
Recruitment
Oversee the recruitment process, ensuring that recruitment is undertaken in the most effective and economic manner making best use of Langley’s on-line recruitment system;
- Lead the job evaluation process including identifying those roles where there is a formal occupational requirement to be a practising Christian.
- To support with the improvement of processes and systems related to recruitment.
- To ensure compliance with legislation with recruitment processes, systems and checks.
Staff Engagement
Ensure employee engagement through optimising staff contribution, and ensuring the utmost well-being of our people, enabling staff to maintain and enhance Langley’s reputation
- Manage the arrangements for the provision of employee wellbeing in line with the People Strategy.
Support the Head of Communications with managing the Staff Engagement Group and reporting on the outcomes.
Risk Management
- Ensure that all aspects of the relevant work are operated properly in conjunction with the organisational Risk Management framework, including but not limited to Operational, environmental/External factors, and Governance.
- The post holder is required to demonstrate effective controls and compliance with all statutory, regulatory and policy requirements relating to the management of the Trust and as outlined in the Risk Register.
