Introduction from Chief Executive, Eamonn Boylan OBE

At Homes England, our mission is to drive the delivery of affordable, quality homes in well-designed and thriving places.

As the government’s housing and regeneration agency, we use our powers, capital, expertise, land and influence to create or transform places to meet local needs and ambitions and deliver more affordable homes.

It’s a big, broad remit, and there’s a lot of ambitious and exciting work to be done. Delivering 1.5 million homes over the course of this parliament and the largest delivery of affordable homes in a generation is an exciting challenge and one that will require strong leadership, drive and ambition. The Agency works in partnership with devolved authorities through strong regional structures and as Homes England’s Chief Investment Officer, your role will be central to our success.

The Chief Investment Officer is responsible for providing strategic leadership to the Investment directorate. You will also embrace and role model the values and behaviours as a leader and colleague across the Agency more widely.

Working closely with me and the rest of the Executive Leadership Team (ELT), your input will be critical to the success of the Agency’s mission and government’s housing priorities. The Chief Investment Officer will provide intellectual leadership and advice to increase investment; use funding, partnerships and delivery to diversify the sector; proactively operate in capital markets to maximise private and institutional investment; and deliver an effective portfolio of financial instruments including grants, loans, equity and guarantees.

I re-joined Homes England as Chief Executive in January, with a determination to make a difference to communities across the country and enable people to have a place they’re proud to call home. As our next Chief Investment Officer, you can be part of this ambitious and impactful agenda.
