Purpose<\/h3>\n

CEO to the DBF\/Diocesan Secretary:<\/p>\n

    \n
  • Works closely with the Diocesan Bishop on a wide range of strategic and operational matters;<\/li>\n
  • contributes to the development of the diocese\u2019s strategy with other members of the Bishop\u2019s Leadership Team, for agreement by Bishop\u2019s Council and Diocesan Synod;<\/li>\n
  • oversees the implementation, co-ordination and communication of the diocese\u2019s strategy through their line management of DBF colleagues.<\/li>\n<\/ul>\n

    Accountability and Key Relationships<\/h3>\n

    The post-holder reports to the Chair of the DBF and directly supports the Diocesan Bishop with the development and implementation of the diocese\u2019s strategy.<\/p>\n

    They also work closely with:<\/p>\n

      \n
    • other members of the Bishop\u2019s Leadership Team.<\/li>\n
    • the Director of Education.<\/li>\n
    • the Dean and Chapter of the Cathedral.<\/li>\n<\/ul>\n

      They have overall executive responsibility for the DBF staff team, and directly line manage members of the DBF Senior Management Team, including:<\/p>\n

      • the Director of Finance and Corporate Services.<\/li>\n
      • the Director of Land and Property.<\/li>\n
      • the Transformation Director.<\/li>\n
      • the Safeguarding Director.<\/li>\n
      • the Communications Manager.<\/li>\n<\/ul>\n

        They maintain positive working relations with clergy and lay leaders across the diocese.<\/p>\n

        Key Tasks<\/h3>\n

        Strategy and Implementation<\/h4>\n
          \n
        • Support the development of an ambitious strategy for the diocese and lead on its implementation.<\/li>\n
        • Secure the resources required to implement the diocese\u2019s strategy, through close engagement with parishes, and the effective management of the diocese\u2019s assets.<\/li>\n
        • Ensure that effective proposals are developed to secure funding from the Church Commissioners for the diocese\u2019s change programme.<\/li>\n
        • Ensure that rigorous monitoring and evaluation is carried out for all programmes and projects and that key learnings are carried forward into future proposals.<\/li>\n
        • Keep in close touch with national developments and emerging good practice in other dioceses, applying the learning to Manchester Diocese.<\/li>\n
        • Promote the work of the diocese through effective working relationships with the National Church Institutions and other Diocesan Secretaries.<\/li>\n
        • Be responsible for the financial sustainability and financial performance of the diocese, working with the DBF Chair and the Director of Finance and Corporate Services, particularly in the areas of: budgeting, reporting, risk management, compliance, and asset management and disposal.<\/li>\n
        • Oversee support to the diocese’s most fragile churches and ensure the effective closure and disposal of our redundant church buildings.<\/li>\n<\/ul>\n

          Governance and Legal<\/h4>\n
            \n
          • Oversee the diocese\u2019s governance arrangements and statutory reporting requirements, and act as Company Secretary for the DBF.<\/li>\n
          • Facilitate Diocesan Synod and Bishop\u2019s Council, ensuring high standards of presentation and engagement.<\/li>\n
          • Engage with other elements of the diocese\u2019s governance processes as appropriate including: Finance & General Purposes Committee; the Investment Committee; Property Committee; the Diocesan Safeguarding Advisory Panel; Diocesan Mission & Pastoral Committee.<\/li>\n
          • Work closely with the Diocesan Registrar and other appointed legal advisors.<\/li>\n<\/ul>\n

            Organisational Capacity<\/h4>\n
              \n
            • Promote the mission and culture of the diocese, so that the DBF team is motivated and confident.<\/li>\n
            • Provide leadership and direction to ensure that DBF employees are skilled and effective in supporting the implementation of the diocese\u2019s strategy.<\/li>\n
            • Ensure outstanding service delivery by the DBF team to parishes, and ordained and lay leaders.<\/li>\n
            • Ensure that the risks facing the diocese are regularly reviewed and that appropriate mitigation measures are in place.<\/li>\n<\/ul>\n

              Christian Life<\/h4>\n
                \n
              • Ensure all decisions and actions are in keeping with the Christian values of the diocese.<\/li>\n
              • Promote the DBF as a Christian place of work, whilst being welcoming to those of other faiths or no faith.<\/li>\n<\/ul>\n
