The Chair ensures that the Committee fulfils its Terms of Reference, supports the Trustees in discharging their responsibilities for property stewardship, and maintains robust alignment with the Asset Investment &amp; Management Policy.<\/p>\n<h2>Reporting Lines and Term<\/h2>\n<p><strong>Reports to: <\/strong>Trustees via the Committee governance framework.<\/p>\n<p><strong>Works with: <\/strong>Chief Executive &amp; Diocesan Secretary, Chief Operating Officer (COO), Head of Residential Property, Head of Assets &amp; Development, Bishops, Archdeacons, Committee members, and external advisers (e.g., Land Agents).<\/p>\n<p><strong>Term: <\/strong>Three years, renewable subject to diocesan governance and appointment procedures.<\/p>\n<p><strong>Time commitment: <\/strong>Preparation and attendance at quarterly meetings (or as scheduled), agenda development and planning sessions, and ad hoc engagement on urgent or complex property matters.<\/p>\n<h2>Key Responsibilities<\/h2>\n<p><strong>Governance Leadership<\/strong><\/p>\n<ul>\n<li>Lead the Committee in upholding its Terms of Reference, ensuring that agendas, papers and decisions remain within remit and are well\u2011evidenced.<\/li>\n<li>Facilitate high\u2011quality debate and promote effective decision\u2011making, ensuring clear action points and accountability.<\/li>\n<li>Provide assurance to the Trustees on property\u2011related governance, compliance and performance.<\/li>\n<\/ul>\n<p><strong>Strategic Portfolio Oversight<\/strong><\/p>\n<ul>\n<li>Provide overall strategic oversight for operational property, glebe land and designated residential assets\u2014including maintenance, disposals, acquisitions, lettings and development opportunities\u2014in line with approved budgets and diocesan policies.<\/li>\n<li>Ensure the Committee maintains a strong forward\u2011looking approach to asset utilisation, investment and risk.<\/li>\n<\/ul>\n<p><strong>Alignment with Finance Executive<\/strong><\/p>\n<ul>\n<li>Maintain a close working relationship with the Finance Executive to ensure consistency between financial strategy and property activity.<\/li>\n<li>Oversee the Committee\u2019s input into decisions concerning the use of proceeds from disposals, major investments and capital allocations.<\/li>\n<\/ul>\n<p><strong>Capital Projects and Major Works<\/strong><\/p>\n<ul>\n<li>Oversee prioritisation of capital projects and major works, ensuring robust business cases, financial appraisals and post\u2011implementation reviews.<\/li>\n<li>Recommend external advice (e.g., Designated Advisor, land agents) where necessary.<\/li>\n<li>Ensure compliance with procurement policies and high standards of value for money.<\/li>\n<\/ul>\n<p><strong>Compliance and Statutory Duties<\/strong><\/p>\n<ul>\n<li>Ensure the Committee promotes adherence to relevant Measures and legislation (e.g., Repair of Benefice Buildings Measure 1972;
